Bozeman Shared Micromobility Policy Toolkit

The City of Bozeman was experiencing growing pains associated with micromobility. Community discontent and political concern threatened the continuation of a service that filled important mobility needs in a community with limited transit or other mobility options. The City contracted with Cityfi to facilitate a policy approach to address political concerns and yield a responsible and sustainable system appropriate to the unique community.

Method

Cityfi aligned on a clear set of goals and objectives for shared micromobility and provided best-in-class shared micromobility policy and programmatic recommendations to best position Bozeman for a sustainable and outcome-centered partnership.

The resulting Shared Micromobility Policy Toolkit recommended policies and regulations, procurement strategies, and management tools, outlining longer-term strategies for Bozeman and its partners to take a proactive approach towards managing, regulating, and guiding emerging mobility services and programs. This framework assessed Bozeman’s past and current shared micromobility rules and regulations, key trends in shared micromobility, stakeholder engagement, and best practices for implementation and management.

Transparent delivery of the policy toolkit not only created controls that balance encouragement of new mobility with serving public priorities but also alleviated concerns of local leaders around right-of-way management, safety, sustaining program financing, and local policy control. Adoption of the Toolkit recommendations led to the successful extension of the program and commitment by city leadership to overhaul existing policies.
