Denver DPW Advisory Services

Cityfi serves as a strategic advisor to City and County of Denver’s Public Works Department (DPW) in various capacities surrounding the city’s mobility efforts.

In Phase I of its advisory, Cityfi’s efforts ranged from helping the department analyze its planned organizational transformation to support a culture of innovation; to evaluating and developing requirements for new programs regarding micro-mobility, mobility hubs, and other mobility services; to general advisory services as-needed by the department leadership.

Context

In mid-2017, the Department of Public Works (DPW) of the City and County of Denver (CCD) underwent a major restructuring in order to prioritize the delivery of mobility programs. A new DPW Executive Director was hired shortly thereafter to lead the department and manage this transition. The arrival of the new DPW Executive Director coupled with consistent growth, a changing mobility landscape, and the emergence of new technologies within the City and County of Denver, set the stage for a series of strategic planning and advisory efforts to ensure CCD was best positioned for the future.

Method

Cityfi developed a white paper to provide DPW leadership with case studies and best practices in current mobility hub programs, reviewed and provided recommendations for the existing projects and policies affecting the City’s current kiosk program, researched private sector advertising rates and interviewed key stakeholders for the current state of the kiosk program and future mobility hub strategy. Cityfi also developed a framework of specification standards for an upcoming Request for Information for a future kiosk and mobility hub program. This advisory work aims to align with and leverage the Denver Smart City Vision and Strategic Plan.

The reorganization evaluation revolved around determining what organizational structure will best deliver on new mobility projects while also performing the more perfunctory operations and maintenance tasks of a department of public works. Cityfi conducted an analysis of the existing organization structure, and proposed a strategy based on new administrations and the reorganization of core functions.

The initial advisory work regarding the City’s kiosk program and future mobility hubs strategy was completed. The reorganization evaluation was submitted in January 2019, and its major recommendations aligned with the formal changes DPW made to become CCD’s new Department of Transportation and Infrastructure (DOTI) in April 2019. A Phase II of work with DOTI began in May 2020.
