Denver Smart City Strategy

Cityfi created the Denver Smart City Strategy, a coordinated and collaborative citywide initiative to embed innovative technologies and data analysis throughout the city and county’s work in support of their goals as an equitable, safe, sustainable and accessible city for all.

Context

In mid-2017, the Department of Public Works (DPW) of the City and County of Denver (CCD) underwent a major restructuring in order to prioritize the delivery of mobility programs. A new DPW Executive Director was hired shortly thereafter to lead the department and manage this transition. The arrival of the new DPW Executive Director coupled with consistent growth, a changing mobility landscape, and the emergence of new technologies within the City and County of Denver, set the stage for a series of strategic planning and advisory efforts to ensure CCD was best positioned for the future.

Vision

The Denver Smart City Strategy aims to define a smart future for Denver, where it leverages technology to build a safer, more responsive and more connected city, and where all people have equitable access to opportunity and well-being. Through the city’s core values of being equitable, accountable, collaborative, sustainable and future-ready, the plan creates a human-scale smart city that collaboratively shapes a more resilient future for a rapidly-growing community.

Method

Cityfi developed clearly articulated outcomes for a five-year smart cities strategy, created a two-year action agenda with tangible metrics and goals, including strategies for scaling successful pilots, and proposed a governance structure for overseeing smart city efforts. It also designed an internal and external communications strategy to build awareness and support implementation and provided support for initial steps in implementation, including internal staff engagement. Through a seven-month engagement, a multi-department working group was convened to set the vision and goals of Denver Smart City, alongside exploring opportunities to build on existing efforts to modernize information technology infrastructure, pilot and test connected infrastructure, and build capacity among city staff through data analytics training and partnerships.
