LADOT Code the Curb Downtown Los Angeles Data Collection & Implementation

Downtown Los Angeles faces intense and competing demands on curb space from freight, transit, ridehail, micromobility, special events, and pedestrian activity, pressures that will only intensify ahead of global events such as the 2026 FIFA World Cup and the 2028 Olympic and Paralympic Games. The City sought to move beyond static curb regulations toward a data-driven, dynamic curb management approach, while navigating complex operational, interdepartmental, privacy, and scalability challenges. Successfully implementing a camera-based curb monitoring program required coordinated execution across LADOT and other city departments, seamless data integration with multiple vendors, and a clear strategy to manage risk and enable long-term expansion.

Method

Cityfi served as the project manager and strategic advisor, driving end-to-end implementation across LADOT and private-sector partners. Cityfi led project cross-agency coordination to deliver on-the-ground deployment in Downtown Los Angeles; assessed operational, technical, and data risks; and advised on mitigation strategies to ensure successful pilot rollout. In parallel, Cityfi developed a long-term scaling strategy to extend curb data use beyond the pilot, supporting special events planning, dynamic curb pricing, and future policy and operational applications.

The project successfully deployed cameras in Downtown Los Angeles and curb activity data fully integrated across vendor systems in Curb Data Specification (CDS)-compliant formats. LADOT now has access to a live, interoperable curb data ecosystem and has begun testing digital twin tools to support scenario planning and decision-making. Together, these outcomes position the City to proactively manage curb demand, support major events, and scale data-driven curb management citywide.
