LADOT Speed Safety System Program

The City of Los Angeles is advancing a Speed Safety System Pilot under Assembly Bill 645, requiring a comprehensive Impact Report and Use Policy prior to implementation. The City needed to translate a new and complex legislative mandate into an actionable, publicly credible program, one that improves traffic safety outcomes while protecting civil liberties, safeguarding privacy, and avoiding disproportionate impacts on low-income communities and communities of color. Success required not only technical analysis, but also a transparent, equity-driven framework informed by community and stakeholder perspectives.

Method

Cityfi is serving as a strategic partner to the City, leading development of the Speed Safety System Use Policy and advising LADOT on equitable implementation. Cityfi is leveraging its expertise in data governance and privacy to help identify, assess, and mitigate data privacy risks associated with automated speed enforcement, including guidance on data collection, access, retention, and oversight. This work is integrated with safety analysis and targeted engagement with racial equity, civil liberties, and economic justice stakeholders to embed equity, accountability, and public trust into program design and implementation.

The project is currently underway and delivering a clear, defensible pathway to implementation. Key outcomes include draft Speed Safety System Impact Report and Use Policy documents that meet statutory requirements while reflecting stakeholder and community input. Together, these deliverables position the City to launch a speed safety program that advances Vision Zero goals, strengthens public confidence, and establishes a replicable model for equitable, rights-protective automated enforcement.
