Louisville Metro Transportation Reorganization

Executive leadership at Louisville-Jefferson County Metro sought to streamline the delivery of transportation projects and outcomes, aligned with community priorities and expectations. Leadership recognized that Metro’s fragmented transportation functions, lack of internal processes, and limited resources created significant barriers to their ability to deliver. In response, the team secured Cityfi to support them in establishing a consolidated transportation department.

Method

To effectively advise Louisville Metro’s executive leadership, Cityfi invested deeply in understanding their objectives and current state of transportation. The project team conducted interviews with key stakeholders and a landscape assessment. Through workshops, focus groups, and surveys, the project team built a deep understanding of the objectives and transportation needs of the executive leadership team and critical stakeholders. Further, understanding that processes are a critical component of success for a new agency, the project team also conducted a comprehensive analysis of project workflows and management.

Cityfi’s strategic advisory shaped the creation of the new department of transportation and its mission and goals. Implementing Cityfi’s recommendations in short order, in June 2024, Louisville Metro Council approved a FY25 budget allocation of $500,000 for the new Department of Transportation (DOT). The launch of the DOT happened in 2025, positioning the region to effectively and efficiently deliver on its goals and serve its constituents.
