MTC Mobility Hubs and Parking Technical Assistance

The Metropolitan Transportation Commission’s (MTC) Mobility Hubs and Parking Technical Assistance Program served as a learning experience for participating city agencies and transit authorities on the steps and actions that work best to advance mobility hubs and parking projects, and how to overcome implementation challenges. The program emphasized practical steps for project delivery, including how to overcome common institutional, technical, and funding challenges. Its overarching goal is to support project sponsors in increasing the availability and use of shared mobility options, enhancing the visibility and usability of transit and other sustainable travel modes, and more efficiently managing and pricing the curb to incentivize mode shift.

Method

Cityfi assisted project sponsors by providing hands-on training and technical guidance on the use of Mobility Data Specifications (MDS) and Curb Data Specifications (CDS) for shared mobility and curb data collection, management, and analysis. We supported agencies in selecting appropriate data collection methods, integrating and synthesizing multiple data sources—such as shared mobility, curb use, transit access, and land use data—and translating analytical findings into actionable policy and implementation strategies for mobility hubs and curb management. In parallel, Cityfi guided sponsors through Caltrans Local Assistance requirements and federal funding obligation procedures, helping ensure that data practices, documentation, and project delivery approaches aligned with state and federal compliance expectations.

A key outcome of Cityfi’s work was the development of the Bay Area’s first Mobility Data Specifications (MDS) and Curb Data Specifications (CDS) Implementation Playbook, a practical, region-wide resource designed to help cities and transit agencies integrate data specifications into everyday practice. The Playbook provides clear guidance on how to use shared mobility and curb data standards, as well as accompanying technology tools, to support long-term planning, project evaluation, partnerships with mobility service providers, and proactive stewardship of the public ROW.
