Omaha Shared Micromobility Strategy

The City of Omaha faced a key decision point as its shared electric scooter contract approached expiration. While the existing program provided a foundation for micromobility, the City recognized an opportunity to rethink its next iteration in light of evolving mobility needs, governance options, and potential for local economic reinvestment. However, the wide range of possible service models, from vendor-operated to publicly owned systems, and from scooters-only to broader micromobility offerings, introduced complexity and uncertainty. The City needed to clarify its priorities, evaluate tradeoffs across financial and operational models, and align stakeholders around a focused set of outcomes to guide future procurement and program design.

Method

Cityfi supported the City through a focused visioning and direction-setting process. The team conducted a landscape assessment of Omaha’s regulatory environment, existing program structure, and strategic priorities, alongside stakeholder interviews to surface key opportunities and concerns. Cityfi also researched peer city practices and developed a framework to evaluate governance and delivery models. Building on this foundation, Cityfi designed and facilitated an in-person visioning workshop with City leadership and partners to align on core program goals, desired outcomes, and future service direction, narrowing a broad set of possibilities into a focused, actionable path forward.

The engagement aligned City stakeholders around a clear set of priorities for the next iteration of the shared micromobility program, including advancing equity, improving safety, strengthening operator accountability, and better integrating scooters with transit and other mobility options. The City gained a defined direction for structuring its next vendor procurement, enhancing performance oversight, and establishing more effective public-private partnerships. These outcomes positioned Omaha to move forward with a more cohesive, strategic, and sustainable program that improves service quality and more closely reflects citywide mobility and community objectives.
