SCAG Curbside Management Study 1.0 and 2.0

The Southern California Regional MPO, SCAG, aimed to provide the region’s 191 cities the support to better manage the curb. As growing demand for the curb, from for hire vehicles to delivery vehicles, curbside challenges are becoming more acute. Cities across the SCAG region are navigating congestion, increased VMT, and GHG emissions, among other issues. To begin to solve these challenges, SCAG secured a consultant team, including Cityfi.

Method

Cityfi was tasked with giving SCAG cities the tools to be able to test new strategies for curbside management informed by stakeholder engagement. Cityfi supported the project’s stakeholder engagement through conducting interviews and developing and facilitating workshop presentations and feedback sessions with various stakeholder groups. Stakeholders engaged included public agencies, community based organizations, and private sector companies. Insights from stakeholder engagement paired with a locally specific quantitative and qualitative analysis informed the development of the project’s final deliverables.

Cityfi developed a suite of tools to support the SCAG region in operationalizing curbside management strategies. Those tools included:

● Curbside Management Framework. This framework included regional and city-specific strategies and recommendations, supporting the region to identify curbside challenges and solutions (e.g., new or updated policies, processes, technology interventions, etc.)

● Pilot Project Toolkit. This toolkit was created to equip all cities across the region with the tools to identify, prioritize, implement and measure solutions to resolve current and future challenges at the curb.

● Pilot Project Work Plan. Cityfi developed a template work plan that can be applied to pilot projects for all regional cities. In addition, we developed detailed work plans for specific pilots for the cities of Riverside, Anaheim, Santa Ana, and Santa Monica to test solutions to identified curbside challenges.
