T-Mobile Park TNC & Mobility Hubs Concept of Operations Study

In preparation for hosting the 2023 MLB All-Star Game, T-Mobile Park and the Seattle Mariners sought to improve mobility and public realm conditions around the stadium to better accommodate up to 40,000 attendees. Located in a constrained and high-traffic area of Seattle’s South of Downtown neighborhood, with nearby freeways, active rail lines, and limited active transportation infrastructure, the stadium faced persistent challenges around congestion, pedestrian safety, and unregulated rideshare activity during major events. The Mariners also sought to activate pedestrian pathways and enhance the customer experience in and around designated rideshare waiting areas and at nearby transit hubs.

Method

Cityfi was engaged to develop and operationalize a rideshare and mobility hubs strategy for MLB All-Star Week and future stadium events. The team convened and aligned a diverse group of stakeholders—including SDOT, TNCs, local business districts, and adjacent property owners—to create a detailed operations plan addressing routing, access points, staging, and pedestrian interaction zones. Cityfi also supported the design of geofences and in-app messaging with TNC partners and coordinated district wayfinding to ensure alignment across platforms. In addition, Cityfi negotiated technology improvements between TNCs and the stadium to better integrate designated pickup areas and elevate the user experience, while advising on low-cost strategies to activate the public realm and rideshare waiting zones.

The effort led to smoother and more predictable rideshare operations, increased awareness of designated loading areas, and a more welcoming experience for attendees. Testing conducted during All-Star Week informed an evaluation strategy shared with partners and validated the effectiveness of signage, geofencing, and area activation. The collaboration helped set a new standard for game-day mobility at T-Mobile Park, resulting in safer streets, clearer communication, and enhanced engagement with the surrounding neighborhood.
