Zero Emission Delivery (ZED) City Challenge

The Los Angeles Cleantech Incubator (LACI) partnered with C40 Cities and Climate Mayors on a grant from the U.S. Joint Office of Energy and Transportation to provide clear pathways for cities to deliver innovative urban delivery and charging solutions that are scalable and centered on the needs of pollution burdened communities. The ZED City Challenge united a cohort of eight cities nationwide to pilot transformative zero-emission technology and policy innovations. By fostering this multi-city collaboration, the Challenge aimed to accelerate the transition to zero-emissions goods movement through shared learning and scalable 'innovation sandboxes' in diverse urban environments.

Method

In the initial phase of the project, Cityfi served as a strategic technical lead and advisor, focusing on the foundational structures required for successful ZED implementation. Our team leveraged a deep technical understanding of the zero-emission ecosystem to review proposals from innovative technology providers, vetting hardware and software solutions to provide data-driven recommendations for private-sector partnerships. Throughout the project, our team provided critical support for cohort development and expert analysis of the ZED landscape, bridging the gap between academic research, stakeholder engagement, and actionable city-level policy interventions.

Through this engagement, Cityfi produced a repeatable blueprint for urban decarbonization that bridges the gap between pilot testing and long-term policy adoption. Through our Outcomes, Metrics, and Evaluation Framework, the team provided cities with the tools to objectively measure pilot efficacy and refine models for scalability. Complementing these efforts, the Policy Platform equipped the cohort with a strategic menu of pricing, incentive, and enforcement mechanisms. Together, these tools ensure that cities have the resources they need to pursue ZED solutions that are supported by policy architecture, capable of sustaining the long-term transition to cleaner, healthier air.
