Atlanta TNC & Mobility Hubs Concept of Operations Plan

Atlanta’s Downtown Stadium Campus is facing mounting mobility, access, and traffic safety challenges driven by frequent large-scale events, limited multimodal infrastructure, and uncoordinated TNC activity. These issues have increasingly spilled over into surrounding neighborhoods, straining local streets, disrupting residents, and creating safety hazards beyond the immediate stadium area. With major development projects underway and global events like the 2026 FIFA World Cup on the horizon, stakeholders recognized the urgent need for a cohesive, district-scale mobility strategy that could support both event-day operations and long-term community access.

Method

As lead consultant, Cityfi developed a flexible, scalable mobility management strategy to accommodate a variety of event scenarios—from single-venue concerts to dual-event days and major international sporting events. The plan was designed not only to streamline TNC operations but also to lay the groundwork for multimodal mobility solutions that serve future residents and daily users of the district. Cityfi negotiated directly with TNCs on behalf of stadium partners to implement customized geofencing, driver routing, in-app messaging, and passenger wayfinding for designated pickup zones. The team also delivered recommendations for governance, funding, and implementation to enable long-term coordination across public agencies, private venues, and the development community.

The project resulted in a comprehensive, future-ready plan that identified mobility hub sites, integrated multimodal access, and established tools to reduce congestion and improve safety both within the Stadium Campus and in surrounding neighborhoods. A multi-week pilot in late 2024 helped validate key operational strategies and build momentum among partners to deliver a more efficient, coordinated mobility experience in preparation for future high-impact events and new mixed-use development.
