District Department of Transportation Pilot Policy Framework

Like many transportation departments around the country, the District Department of Transportation (DDOT) was inundated with internal and external unsolicited proposals to pilot various technologies. While DDOT is open and encouraging of testing emerging technologies and solutions to address key mobility challenges or increase efficiency of the Department in the delivery of necessary services, the District needed a consistent and disciplined approach to determining when and which pilot projects to pursue.

Method

DDOT retained Cityfi to work with partners across the Department and city government to devise a pilot policy framework that would provide a consistent and predictable roadmap to both private entrepreneurs seeking an opportunity to demonstrate technologies and internal stakeholders who brought forward problems in need of innovative solutions.

Through a series of workshops, case studies and review of comparable policies and processes, Cityfi developed a process for the intake, consideration, deployment and evaluation of pilots and demonstrations for the District Department of Transportation. DDOT adopted and deployed the policy and continues to utilize the methodology developed through the project.
