Lane Transit District Mobility Management Framework

Lane Transit District (LTD) has long led the way in public transportation - pioneering the nation’s first bus rapid transit (BRT) system, adopting low-emission buses and championing accessibility and sustainability. In response to evolving rider needs and a shifting transportation landscape after the COVID-19 pandemic, LTD sought to reimagine what a transit agency can be - with a focus on moving people, not just buses.

Cityfi was retained to develop a Mobility Management strategy for LTD and its partner stakeholders that could integrate the array of mobility services - fixed route transit, on-demand services, bikeshare, commuter services and more - to create a seamless, equitable, and sustainable mobility ecosystem that better served the social and economic outcomes and objectives of the Eugene-Springfield region.

Method

Cityfi focused not just on visionary program design, but holistic implementation needs and well-grounded, foundational actions. Leveraging our expertise in stakeholder facilitation, cross-sector consensus building, and organizational design, Cityfi delivered a clear and achievable Mobility Management Roadmap. Through in-depth research, governance analysis, and change management planning, we outlined a strategy to realign the organization, strengthen vital partnerships, coordinate diverse services, and integrate scalable technology solutions to achieve measurable outcomes.

As a result of this effort, LTD established new Mobility Management functions within the organization, pursued and secured a multimillion dollar competitive federal grant for a technology-driven integrated mobility demonstration, reenergized key regional collaborations, and initiated implementation of the roadmap.
