Miami-Dade County DTPW Strategic Plan and Action Agenda

Cityfi provided strategic advisory and consulting services to the Miami-Dade County’s Mayor’s Office and the DTPW CEO. Miami-Dade County was experiencing rapid growth and challenges, from growing congestion, waning community trust, and rising sea levels due to climate change. These put growing pressure on the Department of Transportation and Public Works (DTPW) and the infrastructure of the County. In response, the agency needed to improve project delivery and align activities with public goals, including improved access, cleaner and more efficient transportation options, and increased civic governance. The Mayor’s Office and DTPW secured Cityfi’s advisory services to support these efforts.

Method

Cityfi conducted an organizational assessment, and then developed DTPW’s strategic plan and a two-year action agenda to address the challenges and opportunities for transportation, transit and infrastructure in Miami-Dade County. This included leading an assessment of the organizational structure and proposing recommendations to better align the organization with the Mayor’s objectives. Cityfi then collaborated with DTPW and regional stakeholders to craft a strategic plan and action agenda, which articulated the department’s vision, mission, values, goals and key actions needed to make progress toward community outcomes. These tools helped to enhance public transparency and accountability for priority project delivery. Cityfi also developed external-facing communications materials to ensure the public understood DTPW’s work and progress, reinforcing the agency’s credibility and commitment to the community.

Cityfi also provided key advisory services for curb management and zero emissions projects. In addition, Cityfi developed a framework to guide DTPW’s transition to a zero-emissions future, analyzing agency-wide opportunities beyond fleet electrification and recommending operational shifts to support broader climate goals. Cityfi is also providing program management and strategic guidance on DTPW’s $1.9M SMART Grant award from USDOT, coordinating implementation efforts and technology vendors.
