New York State Office of General Services Strategic Plan

In 2022, with a change in the Governor’s Administration, the New York State Office of General Services (OGS) sought to develop a new strategic plan that would establish a vision for how the agency will meet the evolving needs of the State over the next five years. The plan required both identifying areas for operational improvements and developing a new strategic vision that would help reposition the agency as a leader within the State.

Method

The planning process included extensive engagement with internal and external stakeholders to understand the current perceptions of the agency and identify opportunities for improvement and new services. This engagement included interviews with executive leadership, focus groups with customers and employees, surveys, and planning workshops/retreats. The findings from this discovery process inform the strategic vision for the agency rooted in its foundation of mission support services, while also identifying aspirational goals to position the agency to assist the State in tackling key issues such as sustainability and the future of work. The strategic plan will provide New York State with a clear, actionable framework to guide OGS’s work over the next five years.
