Pittsburgh Comprehensive Plan: PGH2050

Cityfi is the transportation lead consultant developing Pittsburgh’s new Comprehensive Plan – a Just Transition framework. Today, Pittsburgh is facing profound social, economic and climate change. Pittsburgh 2050 is a multidisciplinary plan for growth and change management over the next two decades. Cityfi is leading the transportation and mobility assessment and strategy addressing challenges related to infrastructure asset maintenance and modernization, mobility resiliency and climate impact, and equitable mobility and access. The Plan is establishing an actionable, prioritized strategy for policy and investment to build a sustainable future for the city.

Method

Cityfi led an assessment of mobility systems, infrastructure, and policies, integrating data analysis, geospatial mapping, and stakeholder input to identify key gaps and opportunities. The team is supporting the synthesis of citywide challenges through a justice-centered framework and contributing to scenario planning, evaluating the feasibility, fiscal implications, and social impacts of alternative futures. Building on this work, Cityfi is helping define policy directions, investment priorities, and implementation strategies, ensuring that recommendations are grounded in operational realities, governance structures, and long-term sustainability considerations.

The project is resulting in a mobility strategy that positions transportation as a key driver of equitable growth, climate resilience, and economic vitality. Cityfi’s work is contributing to a set of prioritized policies and investments, a preferred scenario to guide long-term decision-making, and an implementation roadmap outlining sequencing, funding considerations, and responsible entities.
